Maintaining a San Diego site in Point Loma, San Diego's Liberty Station at 2280 Historic Decatur Road for more than 30 years, the MITRE Corporation is a not-for-profit organization chartered in 1958 to operate federally funded research and development centers for U.S. government agencies spanning defense, aviation, cybersecurity, healthcare, and homeland security. The Liberty Station office supports the National Security Engineering Center FFRDC, whose defense and intelligence-community work at this location complements the naval warfare research conducted by NIWC on the adjacent Naval Base Point Loma installation. MITRE created and maintains ATT&CK, the globally adopted knowledge base of adversary tactics and techniques that underpins threat intelligence across both government and private-sector cybersecurity operations. The organization's six FFRDCs — covering the Department of Defense, FAA, IRS, Department of Homeland Security, CMS, and NIST — make MITRE the largest FFRDC operator in the country, with no commercial products or shareholders that could introduce conflicts of interest. The San Diego campus sits within the same former Naval Training Center footprint that houses Naval Base Point Loma's submarine-force infrastructure to the south, anchoring a corridor where defense research and operational military assets share the Point Loma peninsula. The most technically demanding work emerging from the San Diego site involves systems-engineering support for undersea warfare platforms, integrating sensor fusion, communications architecture, and autonomous-vehicle technology into submarine-fleet modernization programs.
