South Bayfront Sailing Association in Chula Vista's Marina Parkway harbor has provided ASA-certified sailing instruction and maritime-history education from its 604 Marina Pkwy berth since 2013. The nonprofit's flagship is the 136-foot schooner Bill of Rights, a 1971-built replica of a 19th-century New England Banks fishing vessel that shares San Diego Bay with the protected wetlands of San Diego Bay National Wildlife Refuge.
