Court and DMV referrals flowed through the San Diego Superior Court's Substance Abuse Assessment Unit, connecting participants to compliance tracks coordinated with agencies near City of Chula Vista City Hall. Bilingual English and Spanish session tracks covered AB541 first-offense, second-offense, and 18-month multi-offender curricula, serving approximately 1,600 participants per month at peak enrollment. Participants accessed supplemental study and support-group resources along the Third Avenue corridor, including materials at the Learning Resource Center and Library. The multi-offender track required 78 hours of group counseling, 12 hours of classroom education, and 120 to 300 hours of community service over an 18-month enrollment period.
