Clean Energy Alliance in Carlsbad is a Joint Powers Authority formed by seven North County cities to operate a Community Choice Aggregation program that procures electricity from renewable and carbon-free sources as an alternative to the incumbent utility. Launched in May 2021 by the founding member cities of Carlsbad, Del Mar, and Solana Beach, the JPA expanded to include San Marcos and Escondido in 2023 and Oceanside and Vista in 2024, now serving approximately 250,000 customer accounts with a 94-percent participation rate. The CCA is governed by elected officials from each member city — accountable to the residents within the City of Carlsbad and its partner municipalities — who oversee financial and programmatic decisions at public board meetings. Four product tiers give ratepayers graduated renewable-content options: Clean Impact at 50 percent renewable, Clean Impact Plus at 50 percent renewable and 75 percent carbon-free, Green Impact at 100 percent renewable, and a local-impact opt-down product. CEA's environmental mandate aligns with the conservation programming at organizations like the Agua Hedionda Lagoon Foundation, reinforcing North County's broader Climate Action Plan targets. The JPA's long-range procurement strategy targets 100-percent clean and renewable electricity by 2035, secured through power-purchase agreements with solar, wind, and geothermal generators across California's wholesale energy market.
