One of the most distinctive public schools in San Diego County sits at 2445 Fogg St in Pacific Beach, 92109. Barnard Mandarin Magnet Elementary School is a tuition-free TK–5 campus within the San Diego Unified School District that has immersed students in Mandarin Chinese language and culture since adding its magnet program in 2007. Kindergartners spend 80 percent of their school day learning in Mandarin, while students in grades one through five follow a 50/50 immersion model that pairs Common Core English and math instruction with Mandarin-taught subjects. The school traces its roots to World War II, when the original Barnard Elementary opened near Midway to serve military families; it relocated to the former Bayview Terrace campus in Pacific Beach for the 2013–14 school year to accommodate growing enrollment. School supplies and last-minute project materials are available at Staples on Balboa Avenue, less than two miles from the Fogg Street entrance. Principal Kingsley Chao, who moved from New York to lead the school in 2022, oversees a curriculum enriched by the Six Ancient Chinese Arts: abacus, Kuiban, calligraphy, tai chi, music, dance, and literature. Barnard earned the National PTA's School of Excellence designation for 2021–2023—the only school in San Diego to receive it at that time.
