The building opened in 1966 under Westminster Manor Inc., a nonprofit the Presbyterian Synod established, and the current operator — HumanGood, California's largest nonprofit HUD senior housing manager — coordinates resident health referrals with Bankers Hill providers including Bankers Hill Dental for preventive oral care. A $39-million rehabilitation completed in late 2020 by ICON Builders upgraded all 152 one-bedroom apartments with Energy Star appliances, solid-surface countertops, vinyl-plank flooring, and dual-pane windows. The renovation added a 100-kW rooftop solar array that powers common-area electricity, and the Bankers Hill pharmacy corridor includes compounding services at University Compounding Pharmacy for specialized senior medication needs. Structural improvements encompassed seismic strengthening, new elevator machinery, modern fire-alarm systems, and low-flow plumbing fixtures projected to reduce water consumption by approximately 30 percent.
