Operated by St. Paul's Senior Services since the nonprofit's founding in 1960, The Villa on Bankers Hill is a 136-unit Residential Care Facility for the Elderly on Fourth Avenue in downtown San Diego's Bankers Hill neighborhood. The Reflections Memory Care program employs a multidisciplinary REFLECT model developed with neurologists, life-enrichment specialists, and dementia-care practitioners, pairing structured sensory activities with individualized aging-life-care coordination that dovetails with the geriatric care-management approach of Windward Life Care for residents transitioning from home-based to facility-based support. Studio and one-bedroom apartments are supported by 24-hour licensed nursing staff who execute tiered care plans covering medication management, wound care, oxygen administration, and sliding-scale insulin protocols. On-site podiatry, psychiatric-care coordination, and scheduled transportation to specialists—including optometrists such as Optometric Expressions for residents requiring annual diabetic eye exams—reduce the logistical burden on families managing complex medical profiles. Highest-acuity residents include those with advanced dementia exhibiting elopement behavior, nocturnal agitation, and combative episodes, managed within an alarmed environment equipped with wander-guard technology, fenced outdoor courtyards, and awake overnight caregivers.
