Lower Otay Reservoir in southeastern Chula Vista spans 1,100 surface acres behind Savage Dam — originally completed in 1897, destroyed in the 1916 floods, and rebuilt in 1918 — making it one of San Diego County's largest inland fishing and boating destinations off Wueste Road. The reservoir shares its eastern shore with the Chula Vista Elite Athlete Training Center, where U.S. Olympic rowing teams train on the same water surface, placing it within an outdoor-recreation corridor that extends west to Chula Vista Golf Course & Venue. The California Department of Fish and Wildlife stocks rainbow trout from November through March, supplementing a year-round resident population of Florida-strain largemouth bass, blue catfish exceeding 100 pounds, black crappie, bluegill, and channel catfish. Managed by the City of San Diego, the reservoir permits private boats, kayaks, and float tubes on a limited weekly schedule — a weekend-heavy access pattern that feeds the multi-sport retail ecosystem along Otay Lakes Road, where Road Runner Sports equips anglers, kayakers, and trail runners heading to the reservoir. At capacity, the reservoir holds 47,067 acre-feet of water at a maximum depth of 137.5 feet across 25 shoreline miles, with concession operations managed by Rocky Mountain Recreation at the western launch ramp.
