Child Development Associates in Bonita is a community-based nonprofit founded in 1974 that operates the fourth-largest Alternative Payment Program in California and the largest federal USDA Child and Adult Care Food Program sponsorship in the state. The Alternative Payment Program reimburses child care costs for low-income families, enabling parents to maintain employment or pursue education through providers such as Children's Choice Academy while CDA handles enrollment, case management, and provider compliance. From its headquarters on Otay Lakes Road, CDA's 280-plus employees administer subsidized care across San Diego, Orange, Riverside, San Bernardino, Imperial, and portions of Los Angeles counties, serving more than 26,000 children through its combined programs. The CACFP nutrition arm trains and reimburses approximately 1,026 family child care homes for serving nutritious meals, logging more than six million meals annually — a food-security pipeline that supports the same working families enrolled at institutions such as Southwestern College. CDA's fiscal infrastructure processes provider reimbursements, Supplemental Rate Payments under contract with the California Department of Social Services, and Cost of Care Plus Rate disbursements to more than 5,000 eligible Stage One and Bridge Program child care providers across 24 California counties.
