The center's material recovery line sorts residential and commercial streams of cardboard, mixed paper, ferrous and non-ferrous metals, and #1–#7 plastics under diversion targets set by The City of Chula Vista Environmental Services division. Republic holds the 10-year franchise agreement originally executed in 2014 between Allied Waste Systems, Inc. (a Republic Services subsidiary) and the City of Chula Vista, later extended through the early 2030s under the same terms. Residents on the franchise route receive two annual passes for the Otay Landfill at 1700 Maxwell Road and two yard-waste passes, redeemable within 90 days of issue. Coordination with the City of Chula Vista Public Works Center ensures bulky-item pickup scheduling and emergency overflow response when collection disruptions occur. The facility's optical sorters and eddy-current separators process single-stream recyclables at throughput rates exceeding 25 tons per hour to meet California's SB 1383 organic-waste diversion mandates.
