ECS Family Engagement Center on Chula Vista's Third Avenue provides behavioral health services and early childhood education through Episcopal Community Services, a nonprofit headquartered in National City. The Suite AA location at 310 Third Avenue opened in August 2024 and houses Para Las Familias—an outpatient mental health program serving underserved South Bay families—alongside Head Start early childhood classrooms, complementing the community resource network that includes South Bay Community Services. Resource assistance covers car seats, diapers, and clothing distributions, while educational programming delivers English-language courses, U.S. citizenship preparation classes, parenting workshops, and health literacy seminars. Community partners embedded in the center's referral network include San Ysidro Health, Jewish Family Services, San Diego Regional Center, and Sharia's Closet. Families transitioning from the Head Start pipeline into the K-12 system receive school referral support connecting them to early education providers such as Children's Choice Academy and Chula Vista Elementary School District campuses. ECS operates 10 Head Start locations across Chula Vista, National City, and San Diego's South Bay communities under Community Care Licensing from the California Department of Social Services.
