ACCE Institute on Chula Vista's Third Avenue is the San Diego regional office of the Alliance of Californians for Community Empowerment, a 501(c)(3) nonprofit established in 2010. The organization's tenant protection campaigns coordinate with housing advocacy networks across the South Bay, and its Chula Vista chapter helped secure permanent just-cause eviction protections for the city in 2022 alongside coalition partners including South Bay Community Services. ACCE maintains offices in Los Angeles, Contra Costa, Sacramento, and San Francisco in addition to the Third Avenue Village headquarters, mobilizing more than 15,000 members statewide on housing, civic engagement, and economic justice initiatives. Local chapter meetings and voter registration drives draw on partnerships with faith-based congregations including First United Methodist Church Chula Vista to host community forums on rent stabilization policy. The San Diego chapter operates the Engage San Diego nonpartisan civic engagement network, a multi-organization coalition running integrated voter outreach across San Diego, Imperial Beach, National City, and Chula Vista.
